I totally agree. I also agree that the first 'settlers' will be relatively
law-abiding, and that as more people from more diverse backgrounds are added
to the mix, the crime rate will go up. But the rate should remain
relatively low when compared to major urban areas on Earth. Or it may
resemble orderly Singapore ("Disneyland with a death penalty." -- Wm.
Gibson).
