The argument has been that this structure would be the radiation shield,
and thus would represent a structure which we would have had to build in
any case.

Or eliminated entirely. The radiation shield is the counter-rotating
mass ....
So, we are left with a single cylinder with much reduced weight &
strength requirements plus a counter-rotating external shield
equal in kinetic mass to the now reduced-in-mass cylinder, [plus a mirror].
The question is, -Can this concept compete with the original concept of
two counter-rotating cylinders?
-There are obvious savings, but is there any obvious flaw? i.e.,
-Is the idea worth pursuing?
