hundred people (again, not counting food, water, and medications).

Water, food, and medications might be another couple of hundred tons.
Assume that the two "make-it machines" together are another couple of
hundred tons, and for a single Sea Dragon launch you get a substantial
moonbase. We're talking mass-driver and all.
