I wonder if a "habitat game" could be done similar to Roller Coaster
Tycoon? You start with an empty Stanford Torus and a set amount of
money, and your job is to outfit it for a client. This client has a
few particular desires ("I want a central park, featuring three 50-
metre waterfalls!"). Otherwise, the nicer you make it, the more you
can sell it for. Perhaps a "price range" would be included, above
which the client won't go, and you can measure success by how close
to his top offer you get (without going over).

You can borrow money (up to a point), but then you have to pay it
off, eating into your profit. You have a deadline, and if you do a
good job, you can outfit the next one more luxuriously (and sell it
for more money). Make enough profit, and you can start dealing in
Island Two Bernal Spheres. Eventually, you can expand business to
include Island Threes.

Along the way, you run into (randomly generated?) problems such as
solar flairs that shut down work outside the habitat for days (you
can make it up by paying out lots of overtime), labor disputes, and
clients who change their minds about things ("Hey, instead of three
50-metre waterfalls, how about two 75-metre waterfalls
instead?").

Xenophile (game introduced one year after Space Hotel Tycoon, of
course)
