Constructing basic habitats on the moon from lunar dust shouldn't be
too much of a problem if you can get the right sort of machinery made.
I'd go for a 6-legged walking robot to do the actual construction. It
moves one leg at a time, and the legs need to be dexterous enough for
it to climb any thin walls that it makes. To thicken the walls you use
another robot, or the same one in a different 'mode', to apply an
additional layer of your construction material to the inside or
outside of the hab. The hab design modifications you would have to
make would depend on the individal hab design. I'd also use a large
solar array to provide power for the construction robots. Perhaps use
micro-wave power transmission on a highly confined beam, that way you
wouldn't need a powercord. It would also provide a chance to test some
of the concepts for SPS tech on the outerspace end. For the wall
construction I would use the following proccess:
A high-power laser fires at an area directly below a recess in the
robot's body. The inside of this recess is insulated from the rest of
the robot, and has a open-ended tube emerging into it from the side or
'roof'. The tube and recess are statically charged, and dust is pushed
into the chamber and under the laser beam from the tube. The dust is
charged equally to the enclosure and tube, and the tube itself is
likely to be constructed of several conductive rings which are charged
in sequence, thus 'pumping' the dust. The opposite charge is applied
to the ground through the robot's feet. The dust is repelled by the
charge on the recess, and comes in contact with the ground, and both
are melted together by the laser (I think this is a variation of
something called sintering). If you send the arangement ahead of the
initial team, then the habitat can be ready for air-proofing by the
time they arrive. Unfortunately, I'm not sure that this proccess would
result in a air-proof enclosure by itself, and the material might
prove to be very weak. On the upside, it requires few components, and
it's possible that all of them could be reused in various roles. The
solar panels, for instance, could be used to provide the crew with
power once they arrive.
batteries, with solar power when out in the sun. The big solar array
is only to power the wall-construction system, it might not be
necassary if the laser doesn't take too much power. The construction
robot(s) would need some basic mapping abilities, that way they can
keep track of where they are. It would be (in my mind) a good idea to
set them and the solar array/main transciever up with a low power
wireless LAN, especially if you had multiple construction robots. That
way you could just point you Earth-side transciever at the solar
array, and it could deal with dispatching your messages. Basically,

with an added base station. I'd expect one or two types of constructor
robot, and maybe some bulldozer robots. You might be able to put the
dozer blades on the construction robots.
I've done some programming, but not too much. If you can find someone
else who's better at it thn I could try to help them.
