I always worked on the presumption that when lunar mining bases are
established that they would be powered by solar power satallites in
L1 and L2.

To carry things further, this country already has a distribution
system in the huge fuel lines that carry fuel from the ports with the
refineries to the fuel distribution points. Once we convert to liquid
hydrongen these pipes can be cleaned out and modified to carry the
water from the desalinization plants along the coasts to the cities
where they can either be used imediately for agriculture or cleaning
or refined further for human consumption or seperated into hydrogen
and oxygen. Solar power from the sattalites powering the whole
operation.

In addition to which this country generates a large amount of sewage.
Solar power sattalites can be used to power massive Zimmerman type
generators (I read about them in T.A. Heppenheimer's Colonies in
Space Page 183) to purify sewage before returning it to the
outside.
