If you only have one structure then you got a problem in that expansion
would depend on the governance. But even in a direct democracy you'll have
times when the majority becomes extremely cost-conscious even to the point
of self-deprivation and intentional crowding.

With multiple structures and personal and mass transport capabilities there
would be greater choice except that the poorer folks would probably, as
usual, end up in the worse conditions. But at least there would be
competition among providers that would then allow price competition and more
expansion to attract new residents.
