Even if limited to LEO, it should have at least been placed into
equatorial LEO, rather than the current inclination which was to
accommodate the Russians. Now when a station is needed as a
transportation node to the moon and beyond, we'll have to build another
one.

But I guess the counter-argument to that is that if the Russians
couldn't access it, then right now NOBODY could.

I'd favor an equatorial LEO spaceport, and then a way station at the
Earth-moon L-1 point, both in support of Earth-moon runs and as a
staging point for departures from cislunar space.
