The 10 million number was an estimate if the cylinder was occupied to
the same density as a proposed island one cylinder. The number I
believe was simply the density estimated for an island one multiplied
by the available area of an island three. The estimate doesn't take
into account how the city will be organized, what types of buildings
will be built, etc... The density used may also be unrealistic for a
city that large, but is very realistic for small village type settings
where space or building material is at a premium.
