Yes, I would say that it is a classic. However, I disagree with his
view of ocean colonization as a precursor to space colonization; I see
them as entirely different animals. IMO, he only put all that stuff
about Aquarius in the book just because... it is fun!

I know none. However, there are some projects about floating cities
like the Freedom Ship - though I would think that the chances of this
project in particular becoming a reality are dim. On the other hand,
liners are getting bigger and bigger, and I think that eventually some
of them will have *permanent* dwellers instead of just passengers and
will be considered cities.
