You certainly can change the eccentricity without changing the
energy. But you also change the eccentricity if you keep the
angular momentum fixed and change the energy, as when you exert
force upward at a point other than apogee or perigee. If you keep
both fixed, you're keeping the same shape orbit and just changing
other parameters like inclination.

It doesn't matter (at this level of analysis) whether you're doing
*much* work, as long as you're doing some work even in the idealized
case of no friction and so on. And if you're exerting more force
over the same distance when you reel in against the tides than what
you're having act on you when letting out horizontally, then you're
doing some work.
