Tax evasion. ;)

Seriously though - one of the really big points about colonies that many
seem to gloss over is their potential for political indipendence. (Which
also has financial advantages. Fill an Island 4 with 20 million telephone
marketers and 'tax' them at US/UK levels and you generate $50B a year
through employee tax alone.) At present noone owns the ocean floor. So if
you're rich and want to get away from all those petty choice here> laws and taxes, the ocean is a relatively cheap option.

When compaired to space anyway. Doubtless bribing government officials and
paying off local judges would work out cheaper. ^.^
