Xenophile, I have read that sight myself many times over, so I am quite farmiliar with his overall argument. I believe the simplest way to put his argument is this:
The same reason we have not been to the moon since Apollo 17, a sheer lack of the "get up and go" attitude. We talk and talk of doing something, we make plans to do something, but we have put off doing anything every time just to make that consept a little faster or a little cheaper...

But please do not take my word on this, I am probably the youngest member of this group, instead look at the attitudes of the Apollo era compared to today.
