Stability of L points

The solar wind would have an effect. Since it is made up of moving
particles, and you are put a barrier in front of them, Newtons third
law applies. How much of an affect is unknown. It depends on the
material, the solar wind flux, the direction of the net force, etc.

Suffice to say such a structure would need active position controls.
