Once you've lived in orbital cities for 50 generations, do you really care
very much if your settlement (say, Kalpana 10056) is near Sol or half way
to Alpha Centuri? My guess, and it's no more than that, is within a 1000
years of the first orbital city a group of them will head out for the
nearest star at something significantly below light speed. It will be a
group in case of catastrophic damage to one of the settlements.
