I agree, but in the long range, as access to space gets as cheap as
air travel, basically anyone could migrate.

Although the world as a whole experiences sharp decline in birth
rates, there are pockets were they remain stable or even raise. Even
in the United States, for instance, birth rate in Utah is far above
replacement levels, due to cultural reasons and despite Utah being
part of a highly developed country with high educational levels. In
the long run, those "breeding cultures" will evolve from isolated
pockets to world-take-over civilizations, due to a simple demographic
process. Well, at least assuming that all things remain as they are in
the countries with declining birth rates.
