How to get to 10 trillion people in this solar system?

who said anything about force. not everything used in the stations
will be manufactured in that particular station. unexplained
shortages happen all the time. things like birth control items, be
they condoms or pills are usually sold though stores. for some reason
on a certain month a supply manager forgets to order a stock or drops
a 0. the result is that a lot of women would be unprotected for a
month or two. the number of resultant pregnancies would not be large,
but for a station it would be substantial. a couple of years later it
happens again. who could call it conspiracy. the restriction does not
require it apply to everyone, nor does it require draconian actions.
all it takes is a little bit of planning on the part of the
cooperators, and human nature.
