Marrying asteroid defense and asteroid mining

personaly id put it at l2 (far side of earth) because that is one of
the unstable ones, plus its less likely to be a risk to earth.
due to the transfer paths

there, it would not take much energy to send it towards L5 or L4
(trojan positions) which are stable.
