Marrying asteroid defense and asteroid mining

Ion engines are slow to start and build up their speed gradually during
their trips but can achieve remarkable speed.

But they're not for quick moving about, stopping as we might like or as is
usually needed, maneuvering the vehicles, or even course changes. With an
ion, small rockets are still needed for most things and maybe one or more
good sized ones just to start out well or just in case we need to move
quickly and more urgently.

Ions are best for long distance movement.
