Men and Women in Space

i believe it will likely depend on where the money comes from. if it
comes from tax dollars, the goverment will set up some agency that
will likely have to follow a set of rules, be staffed by way too few
people, be subject to large grafts and will eventually sent out a
group that is largely very much like society.

if its done by corporations, they will undoubtedly fill them with
people hired for qualifications they deam best, most likely from
their own corporations, with an eye to getting as much money out of
them as possible.

the third and potentially the scariest of all (i can think of at this
time) is the coop. a group of people get the money together, hire
those with qualifications they dont have, and pay a contractor who
may not have their best interest at heart. once its finished, they
would have put all of their money in, have thrown the dice, and take
what is coming in the future. if its not up to par, by the time they
know this, it would be too late for them to do anything to fix it, as
they have no money left, and the contractor might not be alive any
more.
