OK, let's say we have a divided culture, with a colonizing minority and
a majority willing to practice genocide to stop it. For the colonizing
minority, obviously stepping up their colonization efforts is their best
chance for preserving their people. The more colonies they can create
in as many far-flung places as they can reach, the greater the odds that
no matter how much effort the majority culture puts into it, they'll
still miss some small, obscure colony somewhere. One from which the
minority culture can once again begin growing.

To assume that the explanation for the Fermi paradox is restrictive
cultures which are willing to annihilate those who aspire to
colonization, we have to assume 100%, unfailing competency on their
part.
