No, actually not. We've been talking about mega-habitats perhaps a
significant fraction of the size of the Earth, and such might be
possible with carbon nanotubes or diamondoid. Those materials are
beyond our present ability to make (in industrial quantities), but
they're based on presently-understood physics and chemistry. To make
his Ringworld, Niven had to posit a building material which was beyond
our present understanding of physics and chemistry.
