I would suggest a mass driver for asteroid moving. The fuel is already
there, and the power system is electricity, a small solar power
satellite should do the job.
dust engine, pulverzed dust to micron size, and accelerate it using an
electrostatic field. It gives a high impulse, low acceleration.
