Or, make the skirt itself include an integrated "bottom" like a
cheerleader's uniform. Not that I ever tried to see such things when I
was in school... no, my eyes were strictly kept above shoulder level at
all times. :)

Seriously though, this is a surprisingly interesting topic. Once space
is open to ordinary people (not just astronauts), they'll want to start
wearing things more interesting than flight suits... and a zero-G or
low-G environment offers challenges and possibilities that don't exist
on Earth. For example, the biggest problem with something like a dress
in zero-G might not be immodesty, but rather having all this cloth
floating around getting in your (and other people's) way.
