Many plans for building orbital space settlements call for using materials ejected from the moon as raw materials using a mass driver. Therefore, it seems to me that steps to build a permanent (albeit very tiny) base on the moon is relevant to this list. Few believe that a moon base would be any kind of settlement or colony, but rather just a remote lab or worksite like the ISS or an Antarctic research base. Posts about asteroids are also relevant, as are posts about potential spaced based industries.
