Maybe... But a ring built around the moon as suggested, or the Taurus
wheel built on the surface as suggested would have to be quite big..
And like I said in the first post.. It would only take one mistake or
miscalculation to have a serious impact... Maybe literally..

All the mining we do on earth stays on earth (for the most part)..
Although the earth is so large we would have a really hard time making
much difference, but we are talking about mining a small body that
orbits our own planet.. Not only that, but removing all the material
mined from that body... Thus reducing it's mass... Right?? Gravity
relies on mass to keep the balance between our two bodies.. Are we
smart enough to take chances with the only planet we have...
I don't think so...
