Instead of a fluid, how about an inner surface with roller bearings?
Above that would be solid floor segments. I don't know what geometrical pattern would work to allow some pieces to move and keep others fixed. On second thought, this might not work. It would require some tightly controlled planning for object placement...as some areas couldn't move (adjust) for changes in gravity.

What about several toroid segments isolated by airlocks and travelways? When rotation slows the segments would turn downward. Access between segments would be possible through the travelways. This has the slight advantage of providing more safe areas in case of atmospheric loss in another segment. One disadvantage is much more complex design.
