That why we need landers and rovers. To find our what's at those
poles. And even if there isn't a single ice crystal, it would be nice
to know what IS there.

I'd prefer to cheat, and make my bets (for or against) AFTER the
landers and rovers have done their job.

Even if there were billions of tons, I'd want to take some water to
last until a few of those tons could be processed. So yeah, find out
what is there, and take enough to last, and some extra in case your
ice-processing machinery breaks down.
