No, that's not it at all. Think in the opposite direction. The point
is that a civilization 200,000 or 300,000 years more advanced than us
can be expected to have completely settled the entire Milky Way, and in
such a manner that the evidence would be plain from interstellar
distances. And additionally, that there's no reason to simultaneously
believe that yes, there are other technological civilizations out there,
but no, for some reason not a single one of them is more advanced than
us by 200,000 or 300,000 years. Those spans of time seem long from our
perspective, but mathematically, the odds of ET civilizations being that
close to our age are vanishingly small.
