Any star drive can be seen and tracked from thousands of light years away.
Of course if you asume detection is unavoidable for that reason, you spread
out over a large an area as possible. But still, there might be a thought
that in the back of a species' mind that they might not wish to spread out
too far - least other species see them as a plague.

Doesn't one of your stories pose an answer to the Fermi Paradox? 'Cats Eyes'
or something? We're looking mostly for civilisations close into stars. No
one has bothered to investigate the oort clouds of any star. Even our own.

Besides, I still think that natural disasters make it a lot harder for
civilisations to evolve than many credit. Remember, as far as we know the
number of space faring civilisations in the galaxy is ZERO. We haven't got
that far yet. If it's hard to extrapolate the likelihood of life elsewhere
with a statistic point on 1 (Earth) how much harder is it to accurately
extrapolate with no statistic points at all.

I fear we're all whistling into the wind.
