What you said about the orbits is basically correct.
However, there are quite a few "sun-synchronous" polar
orbiting satellites, that are in sunlight 24 hours per
day 365.25 days per year except for the rare solar
eclipse by the moon. They fly over the day/night
terminator. This orbit is possible because of
perturbations cause by the equatorial bulge of the
earth. But even if the rotating space station were
far from another perturbing body, small thrusters, or
even solar pressure could be utilized to turn the axis
of rotation over a years time.
