Futuuse of the ISS

I'm wondering if Bigelow Aerospace has any future plans to lease a
docking port on the ISS for their space hotel. The reason I ask is
that Bigelow is developing what NASA once labeled the Transhab (an
inflatable crew quarters for the ISS) to serve as their space hotel.
Since very rich space tourists are already permitted to stay at the
ISS on a limited basis I wonder if a leased docking port for Bigelow's
hotel would be a next logical step.

Along these lines I wonder if, at some point in the future, the ISS
- with transhabs docked for guests and work crews - might become a
construction site for commercial space and moon ventures. I pose these
questions because I'm reminded that the internet was first developed
and implemented by DARPA (Defense Advanced Research Projects Agency)
and then turned over for commercial use.
