60's Rocket Design that Floated in Water

I cannot think of anything which matches your description.

The closest two things I can think of are:

1) Sea Dragon, a concept by Bob Truax which never left the drawing board

2) Dolphin, a vehicle built by "Starstruck" which had one unsuccessful launch
sometime in the late 1970's or early 1980's, I cannot remember exactly when.
