I think that depends on what its made of...and/or what we want to
build. I suggest you calculate the minimum delta-v needed to rendezvous with it; and get back to us. Just because it is physically close, doesn't make it at all easy to reach. Space is only 100km away...
Remember a rock at the top of a gravity well may be more
valuable than a rock on the moon.
Only if you can catch up with it; otherwise it is worthless.
