Well, if you are thinking about a Brazilian location like the rocks of
So Pedro and So Paulo, why not the already-existing Alcntara Base?
It is in the mainland and just two degrees from the Equator... You can
see a pic in this page of the Brazilian Space Agency -

Talking about scifi references, in the book "Encounter with Tiber", in
a not-so-distant future a commercial spaceflight American company
rents Alcntara facilities for launching their stuff because of the
Equator proximity *and* cheaper Brazilian labor. Outsourcing of
spaceflight, so to speak.
