Perhaps in a new system you can start by having a declaration that
limits government power - I know that government gets bigger by
sticking their noses in more and more areas and people let them not
realizing that it costs more for the government mismanagement than
it ever was to fix the problem so just do not let them from the very
first - let some problems fix themselves or die out - have standard
values and adhere to them such as no polluting the colony - no
discrimination ( you never know who is going to save your life in an
emergency) - allow people freedom to do as they wish as long as they
do not harm others -= if there is serious offences there is always
help out the door. - go back to a place that will accept foolishness
